UK Cosmetic Labeling Requirements: Complete Guide

Proper labeling is a legal requirement for all cosmetic products sold in Great Britain. According to UK government guidance, cosmetic labeling must comply with Article 19 of the retained EU Regulation 1223/2009, as amended for the UK market.

Article 19 Overview

Article 19 of the UK's retained cosmetic regulation specifies mandatory labeling elements including: Responsible Person details, country of origin, nominal content, best-before date or PAO symbol, batch code, function of the product, list of ingredients, and required precautions.
UK RP name and address must appear on the label (mandatory since Jan 1, 2021)
Ingredient list must follow INCI nomenclature in descending order by weight
English language is mandatory for consumer-facing text in Great Britain
PAO symbol or best-before date required based on 30-month shelf life rule
Batch/lot number mandatory for traceability and recall purposes

Mandatory Labeling Elements

1. UK Responsible Person Name and Address

According to official UK guidance, every cosmetic product must display:

  • Full name of the UK Responsible Person
  • Physical address in Great Britain (not PO Box)
  • Country (if abbreviated, e.g., "UK" is acceptable)

Transitional Period

Until December 31, 2027, products may display only an EU Responsible Person address. After this date, a UK RP address is mandatory. Products manufactured before this date can continue being sold until stock is exhausted.

2. Country of Origin

According to Business Companion guidance:

  • Country of origin must be stated for products manufactured outside the UK
  • "Made in [Country]" or "Product of [Country]" format acceptable
  • For products manufactured in UK, country of origin is optional but recommended

3. Nominal Content

  • Must state net weight (g or kg) or volume (ml or L)
  • Metric units are mandatory
  • Imperial units may be shown in addition (not instead)
  • Exemption: products under 5g or 5ml, and free samples

4. Date Marking: PAO vs Best-Before

The PAO (Period After Opening) symbol is an open jar icon with the number of months the product remains safe after first opening:

The open jar symbol must include the period in months (e.g., "12M" for 12 months). If space is limited on the container, the symbol can appear on outer packaging with a hand-pointing symbol on the container directing consumers to the packaging.

5. Batch Number / Lot Code

According to UK government guidance:

  • Must be present on container or packaging
  • Enables traceability for recalls
  • Format is determined by manufacturer (alphanumeric)
  • Must link to manufacturing records and batch documentation

The product's function must be clearly stated unless obvious from its presentation:

7. Ingredient List (INCI)

According to Article 19 requirements:

Allergen Labeling

The 26 fragrance allergens in Annex III must be individually declared if present above 0.001% (10 ppm) in leave-on products or 0.01% (100 ppm) in rinse-off products. This is in addition to listing "Parfum" or "Aroma."

Space Constraints

Where practical difficulties (size/shape of container) prevent full labeling on the container, information may appear on the outer packaging. A hand-pointing symbol on the container must direct consumers to the packaging. For very small products, an enclosed leaflet or attached tag is permitted.
