What are the facility registration requirements?

Under MoCRA, facilities that manufacture or process cosmetics for US distribution must register with the FDA through the Cosmetics Direct portal. Registration requires providing facility name and address, contact information, product categories manufactured, and US Agent details for foreign facilities. Initial registration deadline was December 29, 2023, with biennial (every 2 years) renewal required. Updates must be submitted within 60 days of any material changes.

What are the product listing requirements?

Every cosmetic product distributed in the US must be listed with the FDA. Product listing requires the product name, product category, ingredient list (in descending order of predominance), responsible person information, and label image. Products on the market before December 29, 2023 should have been listed by July 1, 2024. New products must be listed within 120 days of market entry.
